Berkeley Lab - California - Lawrence Berkeley National Lab’s ( ) Division has an opening for a Hazards Analyst to join the team. In this exciting role, you will support the LBNL Emergency Management Program through the development and implementation of an All-Hazards Planning Basis and Technical Planning Basis. This includes analysis of hazards (natural phenomena, human-caused, and technological) and potential consequences as well as recommendations for protective actions and the necessary emergency resources to ensure effective response and compliance with DOE requirements. You will conduct a qualitative survey of potential hazards and consequences, as well as a quantitative assessment of hazardous material activities (biological, chemical, radiological) to incorporate into planning threshold levels to develop an Emergency Planning Hazards Survey, Emergency Planning Hazards Assessment, Emergency Action Levels, and an Emergency Planning Zone (EPZ). You will assist in the development of emergency planning and serve on the LBNL Emergency Response Organization (ERO). What You Will Do: Serve as the subject matter expert for DOE Order 151.1D Comprehensive Emergency Management System, All-Hazards Planning Basis and Technical Planning Basis requirements for hazardous material identification, screening, and analysis, and consequence assessment. Identification and documentation of site hazards and associated natural, technological, and manmade risks, assessing the need for additional emergency response planning. Develop facility-specific Emergency Planning Hazards Assessments and Surveys and corresponding Emergency Action Levels. Assist the Lead Hazards Analyst in meeting institutional and regulatory requirements associated with development, administration, management, coordination, implementation, and maintenance of the Lab’s All-Hazards Planning Basis and Technical Planning Basis Program. Utilize statistical software, spatial analysis tools, and emergency management modeling and simulation software solutions to conduct hazard and consequence assessments. All members of the Security and Emergency Services Division have emergency service duties during any incident or event affecting the safety and security of Lab personnel, the environment, and or property. This position is subject to 24/7/365 recall and assignment on extended hours or during nights, weekends, and holidays; whenever such events occur. Assist the Emergency Manager in meeting institutional and regulatory requirements associated with the development, administration, management, coordination, implementation, and maintenance of the lab’s Emergency Management Program. Provide oversight and training and drill opportunities for disaster assistance teams. Training and Development: Pursue training and certification in appropriate emergency management topics. Maintain currency with training requirements of the State Emergency Management System, the National Incident Management System, the National Response Framework, Incident Command System, and DOE mandates. What Is Required: Minimum of 5 years of experience, a Bachelor of Science degree in an appropriate engineering or applied science discipline from a college or university, or an equivalent combination of relevant education and work experience. Demonstrated experience in emergency management, fire protection, security, inspection/audit, and risk management. Understanding of chemical hazards and familiarity with hazard evaluation practices. The Ability to interpret external regulations or standards and implement them to internal policies, plans, and procedures. The ability to multi-task to produce results in a fast-paced changing environment involving competing priorities and deadlines. Proficient with the use of personal computers and applicable software applications. Demonstrated ability to use Windows and MacOS. Additional Desired Qualifications: Minimum of 8 years of experience, a Master’s degree in an appropriate engineering or applied science discipline, or an equivalent combination of relevant education and work experience. Experience with emergency management and consequence assessment modeling and simulation software such as NARAC, HotSpot, EPIcode, and ALOHA. Experience conducting natural, technological hazards assessments to meet compliance/funding requirements for emergency management. Including the development of hazard mitigation plans, Threat and Hazard Identification and Risk Assessments (THIRAs), hazard vulnerability assessments, or other emergency management planning processes. Understanding of chemical hazards and the OSHA Hazard Communication Standard, including the National Fire Protection Association Standards (NFPA 704, NFPA 45, NFPA 55), Globally Harmonized System of Classification and Labelling of Chemicals. Familiarity with industry practices for hazard identification, such as those described in the Center for Chemical Process Safety’s Guidelines for Hazard Evaluation Procedures. Familiarity with hazard evaluation techniques, such as Fault Tree Analysis, Event Tree Analysis, Hazard and Operability (HAZOP) Studies, or Failure Modes and Effects Analysis (FMEA). California driver’s license Working knowledge of U.S. Department of Energy Order 151.1D, DOE O 150.1A, DOE G 151.1-2, DOE G 151.1-3, DOE G 151.1-4, the National Response Framework (NRF), Federal Continuity Directive (FCC 1), National Incident Management System (NIMS), Standardized Emergency Management System (SEMS), and the Incident Command System (ICS). Relevant emergency management certifications: IS-100.b: Introduction to Incident Command System ICS-100, IS-200.b ICS for Single Resources and Initial Action Incident, ICS-200, IS-230.d Fundamentals of Emergency Management, IS-235.b Emergency Planning, IS-700.a National Incident Management System (NIMS) An Introduction, IS-800.b National Response Framework, An Introduction.
