What you will do: Manage the budget process for ESnet business operations and programs including tracking day-to-day operations and partnerships, procurement planning, subcontract management, and resource planning. Determine program and business needs, estimate budget requirements, develop proposals, and recommend strategic objectives. Develop and provide solutions to potential issues or hurdles resulting from funding uncertainty, variance analysis, lack of policy, or resources. Collaborate with ESnet departmental leadership, Principal Investigators, and staff to ensure effective and efficient financial and business support of the ESnet programs and mission. Aide strategic planning by developing budget practices that are compliant with Berkeley Lab, Department of Energy (DOE) and UC policies, processes, guidelines, and reporting. Compile financial presentations for sponsors, reviewers, and LBNL leadership. Provide effective communication between constituencies and maintain and build relationships with our partner organizations. Manage and supervise procurement and financial administrative staff to ensure the overall quality of work, accuracy, and timely delivery of financial services. Produce dashboards, forecasts, specialized reports, and presentations to help facilitate transparency of data and improve processes. What Is Required: Bachelor’s or Advanced degree in a related field and/or equivalent experience with preferably a minimum of 8 years of work experience. Experience leading the financial or business services of a large organization including program planning, scheduling, and budgeting Expertise in advanced decision making, problem-solving, and analytical skills to independently solve highly complex issues; ability to evaluate situations and escalate if needed. Experience utilizing accounting and budgeting principles and computer-based reporting systems. Advanced Excel skills are essential to this position (data analysis, pivot tables, advanced formulas, charts). Supervisory experience, including performance management of both exempt and nonexempt employees. Knowledgeable and skilled in all aspects of program/ initiative planning, budgeting, and scheduling. Excellent communication skills with the ability to communicate and influence effectively with all levels of staff and external constituents, both verbally and in writing. Experience in developing new organizational structures, processes, and policies in accordance with emerging strategies. Notes: This is a full-time 2 year, term appointment with the possibility of extension or conversion to Career appointment based upon satisfactory job performance, continuing availability of funds and ongoing operational needs.
