Berkeley Lab - California - Berkeley Lab’s Energy Analysis and Environmental Impacts Division (EAEI) is looking for a Program Manager to join their Electricity Markets and Policy Department (EMP)! In this role, you manage several large projects related to the U.S. Energy Service Company (ESCO) industry, in addition to conducting other energy efficiency-related project work. The EMP Department informs public and private decision making within the U.S. electricity sector through an independent, interdisciplinary analysis of critical electricity policy and market issues. We envision a clean, efficient, reliable, and affordable electricity system that meets the United States’ diverse and growing energy needs. What You Will Do: Manage large and diverse project teams, composed of scientific engineering associates, software developers, program managers, subcontractors, and others, in executing multi-year, multi-million-dollar project workflows. Manage the development, quality assurance, and ongoing maintenance of several software packages in wide use in the U.S. ESCO industry, including eProject Builder (ePB) and other related software platforms. Collaborate with the U.S. Department of Energy (DOE) staff in multiple offices on ESCO software and data issues and on other energy efficiency topics. Collaborate with ESCO industry stakeholders and state energy offices on ESCO and other energy efficiency topics. Lead training and technical assistance efforts related to ePB and related software packages. Make presentations on ESCO and other energy efficiency topics for disparate audiences, including technical conferences, project reviews, public webinars, and communications with utility and regulatory staff. Provide managerial, intellectual, and technical contributions in close partnerships with ESCOs, trade associations, local/state/federal government partners, and other energy efficiency industry partners. Identify new funding opportunities and assist in drafting and submission of proposals. Author and contribute to technical papers for peer-reviewed journals and final reports in fulfillment of contract deliverables, on ESCO topics and other energy efficiency topics. What is Required: Bachelor’s Degree in a related field and a minimum of 8 years of related experience including program planning, scheduling, and budgeting in a public or institutional setting or an equivalent combination of education and experience. Demonstrated ability to lead, motivate, and provide clear guidance to a project team. Demonstrated ability to deliver high-quality results on time and within budget. Familiarity with energy efficiency technologies and policies. Demonstrated proficiency with MS Suite of programs, project management software, and familiarity with interdisciplinary research methods and data analysis tools and techniques. Excellent verbal and written communication skills, including proven ability to identify and obtain information from diverse sources, conduct interviews, and lead the production of high-quality reports. Experience developing collaborative relationships and networks for programs and/or research and experience managing day-to-day interactions with clients/funders. What We Prefer: MBA or Advanced Degree in a related field. Experience managing software products and software development teams. Experience collaborating with local/state/federal government officials and the energy efficiency industry. Demonstrated knowledge of energy efficiency technologies and policies, especially those related to ESCOs. Interest in energy and environmental issues.
