Small Business Officer
Berkeley Lab - California - Lawrence Berkeley National Lab’s ( ) Office of the Chief Financial Officer ( ) Division has an opening for a Small Business Officer to join the team. In this exciting role, you are independently responsible for the oversight of the Small Business Office (SBO) and attainment of all small business program goals, and Procurement policy and assurance activities related to Laboratory sustainability requirements. You will be responsible for the design, development, and implementation of all small business program components including: Partnership with subcontracting teams to drive small business engagements, small business supplier and Laboratory customer outreach, coordination of a broad range of functions associated with SBO policies, procedures, reporting and systems. You will liaise between the Laboratory and the University, Department of Energy (DOE), and small business community; enact innovative programs to further small business opportunities; and program data management including analyses and forecasting. You will provide resolutions to a diverse range of complex problems where analysis requires an evaluation of identifiable factors, and uses concepts and policies/procedures to solve a wide range of difficult problems in imaginative and practical ways. What You Will Do: Facilitate the achievement of the overall socio-economic goals and objectives of the Procurement Department and the Business Assurance Group. Responsible for the success of the small business program and in partnership with the Subcontract Administrators, and is accountable for the achievement of small business goals. Emphasize excellent customer service by playing an active role in ensuring Procurement provides a high level of service both to its internal and external customers. Participate actively in quality, process improvement and re-engineering efforts. Emphasize teamwork, continuous improvement, and best practices in all activities. Help fulfill the overall goals of Procurement by performing additional tasks as assigned when the need arises. In-depth understanding of small business requirements and policies. Responsible for advancing the objectives of the DOE and University sustainability objectives and accurate reporting thereof. As Laboratory's small business program ambassador promotes and educates small business goals to the Laboratory user community and commercial industry. Attend trade and industry events and conferences to network with small businesses and identify opportunities, and manages the relationships with the goal of maximizing the opportunities for subcontracts with small businesses at the Laboratory. Provide coaching to prospective suppliers on how to do business with the Laboratory. Coordinates meetings, conferences, and trade fairs both onsite and offsite, as required involving UC, DOE, internal stakeholders, suppliers and industry organizations. Act as liaison for key internal customers and manage relationships with governmental small business programs, Department of Energy (DOE) and various agencies and suppliers. Conduct presentations at industry events, conferences, and meetings to promote the Lab’s small business program and goals. Partner closely with subcontracting teams to drive small business engagements on upcoming procurements. Provide technical leadership in the day-to-day SBO notification process for requisitions for the identification of small business opportunities. Actively participate in the advance acquisition planning process, including working with subcontracting teams to influence bidders lists, assessing and advising on subcontracting plans and tracking subcontracting plans for reporting purposes. Manage the prospective supplier database, including keeping information current and easily accessible to subcontract administrators and customers. Provide guidance to prospective suppliers on completing the Supplier Evaluation Form for the population into the prospective Supplier Database. Strategically shares and/or makes information of registered suppliers available to customers and buyers. Review and recommend changes to policies and procedures relevant to the small business program. Identify and implement process efficiencies using technology tools. Conduct ongoing benchmarking with other Labs to identify and implement best practices. Leverage opportunities to partner with DOE and Small Business Administration. Manage the DOE Mentor-Protégé Program efforts for the Laboratory. Works with prospective small businesses to identify new opportunities for new Mentor-Protégé agreements, executes and manages the agreements, obtains required approvals, and maintains the relationships with existing Protégés. Maintain the content for the Small Business web page for the Procurement department. In partnership with subcontracting teams, lead the compilation and analysis of forecasting data to support the development of goals for the annual subcontracting plan. Develop the subcontracting plan to DOE. Develop and implement process/tool to continually forecast SB results against goals. Analyze spend to identify opportunities for expansion of small business spend. Develop and implement plans to leverage opportunities. Develop quarterly report of outreach activities, program status, successful matches, opportunities and forecasting and present report to the management team. Review and recommend changes to policies and procedures relevant to the sustainability program. Compile and submit sustainability reports for the Laboratory. Additional Responsibilities as needed: Responsible for the success of the small business program and in partnership with the Procurement Specialists, is accountable for the achievement of small business goals. Emphasize excellent customer service by playing an active role in ensuring Procurement provides a high level of service both to its internal and external customers. Participate actively in quality, process improvement and re-engineering efforts, and may lead efforts in process improvement and re-engineering efforts related to small business and sustainability. What is Required: Bachelor’s degree in business or equivalent training and 4 years of experience in related technical fields. Experience interpreting and applying policy as it pertains to DOE SB requirements. Experience in relationship management and outreach. Experience and knowledge in analyzing a wide range of business problems and applying sound judgment to develop and implement creative and effective solutions. Demonstrated experience in analyzing information and data, independently identifying relevant factors, formulating conclusions and recommending opportunities. Strong teamwork and collaboration skills, including the ability to effectively interact with a varied group of individuals both internal and external to the institution. Strong public speaking and communications skills including the ability to present issues, ideas, and recommendations clearly in verbal and written formats. Strong decision-making, time management and organizational skills. Ability to handle sensitive data with discretion. Proficient in MS Word, Excel, PowerPoint, Web Tools. Desired Qualifications: Bachelor’s degree in business or equivalent training and 6 years of experience in related technical fields. Demonstrated experience in leading a team project, as well as strong teamwork and collaboration skills, including the ability to effectively interact with varied groups of individuals both internal and external to the institution. Knowledge of Laboratory’s purchasing regulations, policies, procedures and reporting requirements. Knowledge of sustainability requirements for government Contractors. Proficiency with PeopleSoft or other purchasing systems. Notes: This is a full-time career appointment, exempt (monthly paid) from overtime pay.
