Program Manager

Berkeley Lab - California - (LBNL) has an opening for a Research Program Manager to join the team. In this exciting role, you will coordinate the research program project solicitation process through project award, execution, and close-out. Specifically, in close partnership with the NAWI Research Director, you will coordinate the planning efforts of the research program development and execution process, including the development of the technical components of NAWI's Funding Opportunity Announcement (FOA) process, concept paper, and project review process, and project start-up process. In addition, you will assist in the development of the Statement of Program Objectives (SOPO) and provide project management support. You will manage and assist in developing action plans that successfully address conflicting priorities, challenges, concerns, and problems as they relate to the research performers in the NAWI Research Consortium (aka “the fixer”). You will report to the Finance and Compliance Director, and work closely with the Executive Team and Alliance members to proactively identify resources, potential partnership opportunities, or cost-share sources for prospective and ongoing NAWI research projects. What You Will Do: Provide primary support for the execution of NAWI's Funding Opportunity Announcements (FOA) process: Assist NAWI Operations Director in the installation, configuration, operation, and user training for the online FOA portal (NAWI is using the InfoReady software system). Provide user support and training as needed during the FOA process. Assist the Research Director and research team in executing the FOA, including: Reviewing Concept papers and Full proposals for compliance. Assigning proposals to review teams. Support review teams in capturing assessments and comments during the review process. Identify and recruit prospective technical reviewers. Organize and facilitate review meetings. Assess technical review quality and thoroughness. Synthesize and prepare written summaries of proposal evaluations. Debrief unsuccessful proposers. Assist prospective performers with the development of Statements of Program Objectives (SOPO) for their project including reviewing draft SOPOs and developing and delivering training on SOPO writing for prospective performers. Develop, maintain and present key performance statistics regarding the FOA process. Respond proactively, or at the direction of the Research Director (RD) or Topic Area Leads, to research project refinement, execution, and optimization: Assist the RD in the development and execution of a roadmap-to-FOA process including the identification and refinement of Research Areas of Interest that arise from the road mapping process. Assist NAWI research performers to develop SOPOs and SMART (Specific, Measurable, Achievable, Reasonable, Timely). Proactively assist NAWI research performers with subcontract modifications and cost-share identification. Assist the Partnership's Director in Alliance membership recruitment and engagement, especially w/r/t opportunities to participate in, or contribute to NAWI research projects. Assist the Operations Directorin obtaining timely and complete publication information from NAWI performers. Assist in the execution of NAWI special events (webinars, meetings, workshops, field trips). Perform special tasks at the direction of the Finance and Compliance Manager. What Is Required: Advanced degree in a physical science discipline and/or equivalent experience with no less than 5 years' experience with increasing responsibility in program administration and planning in a combination of individual and group/consortium-based research programs. Familiarity with water treatment research, water treatment processes, and the water stakeholder community. Experience supporting scientific researchers in the timely execution of their projects. Track record for delivering results. Excellent interpersonal and communication skills (verbal and written) and a positive and proactive approach to team management and culture development. Demonstrated ability to successfully elicit engagement and material support from a broad range of stakeholders. Experience in building and sustaining partner relationships between various types of organizations, potentially including national labs, universities, agencies industry. Direct experience supporting DOE programs and familiarity with the DOE Advanced Manufacturing Office (AMO) is a plus. The posting shall remain open until the position is filled. Notes: This is a 2-year term appointment with the possibility of extension or conversion to Career appointment based upon satisfactory job performance, continuing availability of funds and ongoing operational needs.
