Lead Accountant, Controls & Compliance

Berkeley Lab - California - Lawrence Berkeley National Lab’s ( ) Office of the Chief Financial Officer ( ) Division has an opening for a Lead Accountant, Controls & Compliance to join the team. In this exciting role, you will have broad expertise or unique knowledge and is responsible for a variety of highly complex, financial compliance functions in accordance with applicable policies, contract requirements, regulations and laws. You are responsible for financial compliance reporting with significance to internal and external customers; including the Department of Energy. You will contribute to the development of new theories and methods, participating in the establishment of organizational objectives to solve complex problems in creative and effective ways. You will have significant interactions with a wide variety of individuals both internal and external to the Laboratory, including executive management, and may direct the work of other Accountants within the workgroup. What You Will Do: Responsible for the development, oversight, execution and monitoring of financial compliance processes and systems. Highly complex financial compliance analysis; acting in the capacity as preparer or reviewer. Highly complex financial statement reporting, including non-standard and/or ad hoc, for both internal and external audiences; acting in the capability of a preparer or a reviewer. Research, analyze, and correct complex irregularities and issues; including but not limited to reconciling items in system output· results and/or reconciliations. Responsible for monthly and year-end close compliance related activities; including leading/directing the activities of others. Utilize computer databases (PeopleSoft FMS} to obtain and analyze varied and highly complex financial information. Confer with computer programmers and other functional subject matter experts to design and develop reports. Develop and implement solutions to varied and highly complex problems by in-depth evaluation and analysis. Provide technical expertise leadership in the formulation and execution of financial compliance objectives. Assignment specific duties, as described below: A-123 and Financial Assurance Oversight and Coordination of Financial Accounting Audit Activities Leadership of Self-Assessment Activities within the Controller's Office Project and Initiatives as Assigned in the Annual Performance Appraisal Process Develop, plan and implement policies, techniques and methods in accordance with Laboratory policies, Federal Acquisition Regulations (FAR}, DOE acquisition regulations, business law, UC and/or government regulations, accepted business practices, and Generally Accepted Accounting Principles. Develop, evaluate and implement work methods and transaction documentation for efficiencies, making recommendations for improvements. Oversee and participate in end user acceptance testing of new system functionality prior to implementation. What is Required: Bachelor's Degree in Business Administration, Accounting, Finance, or related field, or equivalent training and experience, and minimum 10 years of related extensive professional-level experience. Comprehensive expertise in developing, interpreting, and applying financial policies and procedures, including the use of generally accepted financial principles and methodologies. Comprehensive expertise in performing and leading financial compliance functions. Expertise in the development and maintenance of highly complex financial spreadsheets and databases containing advanced functions and extensive experience in utilizing commercial and/or institutional financial tools. Expertise in applying skills to independently research, interpret, analyze, compile, and present data and information. Expertise in communication skills, both written and verbal, to effectively prepare arid deliver financial briefings, documentation, reports and expert financial advice to senior Laboratory personnel, and/or other external organizations and agencies. Expertise using interpersonal skills to effectively explain, negotiate, persuade and build consensus among diverse stakeholders; demonstrated ability to establish and maintain effective working relation's with all levels of personnel, both internal and external to the Laboratory. Extensive experience in independently devising new approaches, perform assignments and make decisions with high consequences of error without appreciable direction from management. Ability to work in excess of a normal workweek to meet assignments/deliverables. Ability to work well under pressure and successfully meet hard deadlines. Ability to work on a computer for extended periods of time. Ability and flexibility to travel from office site to other locations. Ability to deal with and manage heavy workloads during peak periods. Notes: This is a full-time, career appointment, exempt (monthly paid) from overtime pay. This position may be subject to a background check.
