Program Manager - Risk & Issues Management

Berkeley Lab - California - Lawrence Berkeley National Laboratory has an opening for an experienced Program Manager in the Office of Institutional Assurance and Integrity to manage Risk and Issues Management programs, as well as support the Institutional Employee Concerns Program. This position provides leadership and technical expertise to plan, develop and administer contractor assurance functions that conform to Department of Energy (DOE) contract requirements, University of California (UC) and Berkeley Lab policies, and best management practices in operational practices. This position also applies broad knowledge of program and project management to develop and implement policies, processes, procedures, guidance and training that support Berkeley Lab organizations in risk and issues management, and quality assurance. This role builds and maintains effective Laboratory interface with UC, DOE, and other external agencies regarding the Office of Institutional Assurance and Integrity matters and represents the Office both internally and externally as an expert for whistleblower, whistleblower protection and employee concerns. What You Will Do: Support the Laboratory’s risk management framework, which includes facilitating risk discussions, maintaining current, accurate and complete risk information, and analyzing and trending risks and issues data to gauge risk management performance. Develop and implement risk assessment protocols, guidelines, processes and assessment tools, and develop and facilitate risk management training classes for management. Develop and monitor key Institutional risk metrics, and produce risk reports and other risk-related communications for senior management decision-making purposes. Lead the development, implementation and ongoing administration of the Institutional Issues Management Policy, manual, processes, guidance, training, procedures and metrics, including corrective action development and tracking, causal analysis, extent of condition and effectiveness reviews. Lead or participate in investigations and causal analyses, assessments and corrective action plan development for high-risk issues, programmatic deficiencies, and incidents. Lead, overseeing or coordinate corrective action effectiveness reviews in response to high-risk assessment findings, programmatic deficiencies, and incidents. Support the Laboratory’s Chief Operating Officer’s Corrective Action Review Board activities. Manage, modify and serve as the point of contact for the Corrective Action Tracking System, including production changes and user help manuals for database use. Develop and present management briefings, investigation and causal analyses reports, and recommendations for Division management and Berkeley Lab senior management. Support the Institutional Employee Concerns Program, which includes developing and implementing policies, procedures, training, data management and performance measures that support and promote an effective program, and includes performing workplace investigations involving, but not limited to, alleged improper governmental activities. Serve as Laboratory point of contact for UC systemwide hotline and case management system, which includes intake, triage and assignment of employee concerns from hotline and other sources. Oversee consolidation of institutional investigation data for trend analysis and management reporting. Manage institutional ethics awareness training, including ethics content of new employee orientation, supervisor/manager training, and refresher programs. What is Required: BA/BS or advanced degree in a related field or discipline (e.g., risk management, quality assurance, ethics and compliance, organizational development, business administration) with 8+ years of work experience managing complex projects and/or programs of moderate to large scope; or an equivalent combination of education, academic training and experience. Demonstrated experience designing and developing policies and procedures, as well as developing and/or delivering training programs. Demonstrated experience utilizing case management systems, computerized databases, information systems, and spreadsheet and report generation. Demonstrated ability to effectively develop and carry out investigation plans that appropriately address the issue at hand. Excellent written and verbal communication skills, including ability to develop clear and concise presentations, briefings and reports containing programmatic and technical data to various levels and diverse audiences. Strong interpersonal, consultative and relationship building skills, including the ability and experience providing technical leadership and guidance and dealing diplomatically and effectively with people in the widest variety of job classifications. Effective program management, analytical and critical thinking skills, including the ability to work under short deadlines and constrained budgets, while managing several different projects concurrently. Additional Desired Qualifications: Experience successfully developing assessments, audits, and assurance programs. Experience working in Government Owned Contractor Operated (GOGO) research and development environment and/or implementing programs in a DOE contractor organization.
