Project Planning and Controls Analyst (Multiple Openings)

Berkeley Lab - California - (LBNL) has immediate openings for Project Planning and Controls to support the scientific projects across LBNL. You will be reporting to the Group Leader in the Project Planning and Controls Department, work independently to provide substantial and highly skilled project planning and controls capability and professional project management concepts to scientific and capital/infrastructure Project Directors (PD's), Project Managers (PM's) and Principle Investigators (PI's). Apply a broad range of project management and controls practices as applicable during the life cycle of projects from conception to closeout [e.g. Order 413.3b (Program and Project Management for the Acquisition of Capital Assets; DOE Guide 413.3-10 (Earned Value Management System), the Project Management Body of Knowledge (PMBOK/Project Management Institute); as well as other policies and procedures as appropriate. You will Identify and apply specialized project management and controls procedures needed to advance the project through the DOE Critical Decision (CD) process. May represent project planning and controls to Independent Project Review (IPR) panels sponsored by the DOE/OECM or other external or internal entities. This position will be hired at a level commensurate with the business needs; and skills, knowledge, and abilities of the successful candidate. What Will You Do: Responsible for the planning and controls functions of large and complex projects with moderate performance risk. Identifies internal and external factors that could impact project objectives. Independently formulates and recommends corrective actions to PMs and PIs such as schedule revisions, funds allocations, and staffing levels. Acts independently to determine methods and procedures on new or special assignments Works independently to prepare and coordinate project scheduling, budgeting, scope, control, and reporting documentation. Develops reports and presentations including those required for DOE Independent Project Reviews (IPRs). Typically represents planning and controls aspects to IPR panel members. Develops resolution to complex problems where analysis of situations or data requires an in-depth evaluation of multiple factors. Exercises judgment within broadly defined practices and policies in selecting methods, techniques, and evaluation criteria needed to obtain results. Interacts with senior internal and external personnel. Works independently to provide tactical project planning and controls solutions. Represents project controls and planning to IPR panels. May serve on other IPR panels. What is Required: Bachelor's degree in a related field or equivalent experience. At least 5+ years of experience in project planning and controls of moderate to large projects. Uses skills as a seasoned, experienced professional with a full understanding of the operational functions of the project. Substantial experience with scheduling, budgeting, tracking and coordinating cross- function or cross-division activities. Demonstrated ability to apply PM standards and PC practices to complex projects that may involve multiple and diverse collaborators and stakeholders including foreign and domestic sponsors, funding sources, funding types, currencies, software tools, and reporting requirements. Ability to solve complex problems in a creative, appropriate, and effective manner. Experience in representing project controls and reporting integrity to external and internal review committees. Proven experience and expertise with Primavera P6, MS Project, Deltek Cobra, MS Excel, enterprise-wide financial software systems, work order planning systems, and other PM software packages. Excellent planning and organizational skills. Demonstrated supervisory experience. Skilled in oral and written communication. Strong analytical skills. Must be a team player. Additional Desired Qualifications: Project Management Professional (PMP/Project Management Institute) or Earned Value Professional certification strongly desired. An understanding of the federal budgeting and funding process as well as the impact of various funding choices is valued. Broad and extensive knowledge of DOE and LBNL project management requirements including DOE Order 413.3 and Earned Value Management System (EVMS) techniques. Demonstrated experience in applying DOE Order 413.3b to project planning and execution. The posting shall remain open until the position is filled. Notes: This is a 2-year term appointment with the possibility of extension or conversion to Career appointment based upon satisfactory job performance, continuing availability of funds and ongoing operational needs. Full-time, M-F, exempt (monthly paid) from overtime pay. Salary is commensurate with experience. This position may be subject to a background check.
