Finance and Business Operations Manager

Berkeley Lab - California - Lawrence Berkeley National Lab's ( ) Division has an opening for a Finance and Business Manager to join the team! In this exciting role, you will have financial management responsibility in support of several major Department of Energy (DOE) multi-institutional programs. You will oversee the development, planning, and execution of a complex $50+M annual budget and will play an active role with the senior management team in the execution of strategic plans, special projects, and Lab-wide initiatives. You will oversee a full range of complex administrative and business services provided by ESE Operations Center and to Biological Systems and Engineering (BSE) scientists. In this role you will manage a staff of six to eight exempt and nonexempt employees who provide business and operations support to the ESE and BSE teams. What You Will Do: Responsible for managing all internal financial and budgeting activities for the ESE Ops Center that supports the BSE Division including oversight of procurement and travel functions. Manage a complex mix of research accounts, many of which are multi-institutional, from DOE, CRADAs, CRADAs, SPPs, and WFO funding sources including federal, non-federal, and private sponsors over varying and multiple-year performance periods. Provide funding acquisition, allocation, and spending within and between multiple Laboratories and institutional partners. Oversee all JBEI, ABF and ABPDU accounts from multiple funding sources and involving multiple partner institutions. Deliver financial guidance and consultation to senior management on business issues as well as consultation to program managers, Principal Investigators, and other staff for all sponsors and fund types. Manage research contracts funded over varying and multiple-year performance periods and all aspects of the ESE Ops Center's pre-award and post-award process. Report consolidated financial information to DOE, funding agencies and senior management. Lead the development and reporting for annual performance metrics, annual budget planning exercises and preparing short and long-range budget forecasts using appropriate indirect cost rates applied to on and off-site projects. Maintain the ESE Ops Center's recharge rates for cost recovery of high throughput sequencing for Work for Others' funded sequencing projects. Implement the use of financial decision models to facilitate better decision-making across programs supported by the ESE Ops Center and BSE. Ensure that annual budgets, cost controls, analysis, indirect expense, and inter-departmental charge back planning, execution and reporting are completed timely, accurately, and meets the Division priorities. Troubleshoot procurement issues and develop solutions to meet procurement needs. Infuse the use of metric and fact-based decisions in planning or changing support services provided to ESE. Play an active role in the execution of the JBEI, ABF and ABPDU's strategic plans as they pertain to finance and administration. Oversee the ESE Ops Center's travel program to ensure the program is efficient and maintains compliance with LBNL and DOE policies and procedures. Hire, develop and supervise financial, procurement, and administrative staff. Report directly to the BSE Deputy of Operations and take direction from the BSE Division Director, Division Deputies, and Program Leads. Assess administrative support needs of the ESE Ops Center and develop administrative staffing plans to meet needs effectively and efficiently. Oversee programs and operations with vehicle checkout and trip-log books; LBNL timekeeping program; Foreign Visitor program; document archival program; parking, security access and conference/event planning. Assess, develop, and implement innovative administrative processes and procedures to achieve long and short-term goals. What is Required: 5-10 years of significant business or financial management experience; or an equivalent combination of education and experience. Demonstrated knowledge and experience in budget, procurement, facilities, property, and material handling activities. Experience developing complex budget plans and cost recovery scenarios. Experience in the development and implementation of business policies and procedures. Experience in the design and application of business performance metrics. Prior supervisory and performance management experience; demonstrated success in developing harmonious and productive working relationships. Proven leadership abilities in planning, coordinating and delivering business and financial services in a highly complex and constantly changing environment. Exceptional interpersonal, communications, and presentation skills. Demonstrated ability to use discretion, tact, and diplomacy when interacting with various levels of the organization. Proven ability to partner with senior management in decision-making. Strong problem-solving and effective negotiation skills. Demonstrated ability to make independent decisions consistent with organizational goals, policies, and procedures. Proven ability to work independently on multiple projects with varying priorities while meeting tight deadlines. Demonstrated advanced knowledge of federal contract and grant regulations, policies, and requirements in a DOE national laboratory environment. Advanced computer skills, knowledge, and experience. Proficient in the use of E-mail, Access, Word, e-calendar, and financial information management systems. Master-level skills in Google Sheets and Excel and their use for decision modeling. Desired Qualifications: Bachelor's degree in Business Administration or related field. Experience using PeopleSoft-based business platforms. Familiarity with LBNL, UC and DOE policies, procedures, and practices. Notes: This is a full-time, career appointment, exempt (monthly paid) from overtime pay.
