Berkeley Lab - California - Lawrence Berkeley National Lab's ( ) Facilities Division is offering an exciting opportunity to work with world leaders in science, and be a part of a team that will advance science and influence the world. The Facilities Hazardous Energy Control Supervisor will be responsible for the supervision and operation of Facilities Hazardous Energy Controls (HEC) at LBNL. You will prepare accurate written plans of execution for lockout/tagout operations in accordance with site policies, divisional procedures and within OSHA, NFPA 70E, and DOE requirements and best practices. Berkeley Lab is located above UC Berkeley, on 202 acres that house over two million square feet of state-of-the-art scientific centers and support facilities. The Lab's mission encompasses many scientific fields, and its buildings include supercomputing facilities, genetic sequencing labs, laser labs, microscope facilities, and office complexes. Thirteen Nobel Prizes have been associated with Berkeley Lab. Responsibilities: Managing and executing site-wide HEC to preserve the safety of individuals involved with servicing, operating, constructing, modifying, or maintaining site facilities and utilities systems. Manage corresponding annual budget and work effort, controlling overtime and material needs. Partner with EHS and Work Planning and Control to develop maintenance plans including hazard identification and mitigation aligned with LBNL lockout/tag out (LOTO) policies and procedures. Responsible for field implementation of HEC LOTO modifications to site facility and utility systems. Arrange work to facilitate maintenance, utility outages, and capital project utility modifications or tie-ins to existing systems. Coordinate the services of construction/fabrication subcontractors, and LBNL skilled crafts to safely and efficiently accomplish planned LOTO's. Meet with customers and related stakeholders to understand their job requirements/objectives and then determine and document the appropriate work assignment for the team's execution. Keep customers and stakeholders updated with planned work schedules and how operations will affect their activities. Participant in the preparation of the Operations annual operating plan, including the development of annual scope, budget, schedules, spending plans, and performance targets for HEC programs. Establish, implement, and maintain Facilities HEC LOTO procedures, and training programs in coordination with the Division Electrical Safety Officer and LOTO Program Manager to ensure compliance with applicable codes, regulations, and Laboratory standards. Work overtime as necessary to provide immediate supervision to HEC LOTO's supporting high voltage distribution outages, facilities outages, and routine maintenance of utility systems. Lead and document FMEA, RCA, and lessons learned for process upsets in conjunction with Facilities Assurance Manager. Responsible for ensuring proper electrical PPE for qualified electrical workers and maintenance trades. Be a change agent, drive process improvement initiatives, shepherd employees through change, benchmark best practices, and implement change. Oversee approximately 10 staff members, including craft workers, matrixed craft workers, direct report staff, leads, and subcontractors. Delegate assignments to subordinates providing support and follow-up to ensure each lead or direct report operate his/her area in a professional manner in accordance with established objectives, policies, procedures, ensuring clients' needs are met, and providing timely feedback to employees. Manage staff functions and participate in personnel actions for work unit employees including hiring selection, training, performance management, salary administration, employee development, promotions, general welfare, and disciplinary actions. Work closely and communicate effectively with Facilities Managers, WPC Planners and Schedulers, Engineers, BCO and AHJ, Construction Managers, Project Managers, crafts and Maintenance Supervisors, EHS (including the Division ESO and Electrical Safety Group), and other staff. Ensure Laboratory Safety practices, processes, and procedures are appropriate for technical and safety related work practices associated with the type of work performed by the groups. Minimum Qualifications: Minimum of 10+ years of facilities maintenance management experience in a complex industrial plant or laboratory facility with multiple buildings. Demonstrated ability to work independently and fully knowledgeable in the operation of DC, LV, MV, HV systems, building electrical systems from 12V to 115KV. Extensive operational experience as a maintenance supervisor, safety engineer, plant engineer, or other industrial facilities with underground electrical utilities, and building electrical infrastructure. Extensive knowledge of OSHA Control of Hazardous Energy LOTO 29CFR1910. Experience planning multi-craft industrial and underground utilities repairs LOTO's. Extensive construction knowledge of how electrical and mechanical utility are installed both inside and outside of buildings and have the ability to read and interpret contract drawings in all engineering disciplines which includes single-line electrical diagram, natural gas, water, and sewer piping diagrams. Experience in underground utilities, clean room and/or research laboratory construction. Working knowledge of the UBC, NEC, Fire Alarm and Fire Code as related to commercial and industrial buildings. Understand biological and chemical hazards and knowledgeable in the area of construction safety consistent with OSHA, NEC etc., and other industrial standards. Proven record as a team leader and team player in cost-effective maintenance management support services function, while meeting the needs of internal clients. Broad knowledge of California Building Codes, NFPA requirements, and industry standards /practices in the Facilities Maintenance arena. Extensive experience and broad knowledge of building maintenance and repairs, and crafts including carpentry, HVAC, electrical, plumbing, roofing, general maintenance and labor, etc. Skilled in conflict resolution, balancing workloads, and performing effectively under challenging conditions such as fluctuating priorities, changing assignments, and resources. Proven leadership abilities with a diverse workgroup and skilled in working as part of a Experience employing project management principles and systems including: scoping, estimating, planning, budgeting, controlling, implementing, and change management. Highly skilled communicator both verbally and in writing. Ability to employ computer applications such as Word, Excel, PowerPoint, etc. at a level of competence to produce presentations and reports suitable for Facilities and Laboratory Management. Extensive operational knowledge of industrial facilities electrical and mechanical utility systems. Ability to read and interpret drawings and P&ID's all engineering disciplines. Experience implementing and employing maintenance Planning and Scheduling software, with experience in Maximo highly valued. The posting shall remain open until the position is filled.
