Housing Authority of the Sac and Fox Nation - Shawnee, OK - HOUSING AUTHORITY OF THE SAC AND FOX NATION POSITION DESCRIPTION Position: Development Manager Department: Development Supervisor: Executive Director Supervises: None FLSA: Exempt Position Summary: This position is responsible for the management functions including planning, organizing, directing and executing the operations and functions of the Development Department within the housing program administration and operations. The Manager is responsible for developing and managing the Development Department. Duties and Responsibilities: 1. Prepare all environmental reports to be mailed or faxed to various environmental agencies before purchasing land, properties and new acquisition houses. 2. Coordinate the preparation of development plans, specifications, bid packets and bid openings. Conduct construction meetings, prepare contracts and time schedule for new construction activities. 3. Prepare and review work orders, review scope of work, prepare bid packets, conduct bid opening and cost data for renovations. 4. Supervise all inspection activities during construction to ensure compliance with required federal, state and city codes, regulations and laws. 5. Conduct final inspections, prepare punch lists and work with contractors on construction activities. 6. Oversee construction work flow assuring timely completion and monitor expenditures so as not to go over Total Development Cost (TDC). 7. Supervise the review and processing of site sections. 8. Maintain working knowledge of all required regulations governing construction activities. 9. Coordinate all payroll reports and wage interview as required by HUD. 10. Make sure all contractors understand the Davis-Bacon wage rate, which is posted at every construction site. 11. Prepare monthly board report. Compile annual performance evaluation for staff. 12. Prepare Semi-Annual Labor Standards Enforcement reports and mail/or email reports to HUD office. 13. Recommend and assist in the preparation of the Development Plan IHP for future construction and renovation. 14. Keep Executive Director informed of all construction activities and annual reports. 15. Other duties as assigned by the Supervisor. Knowledge, Skills and Abilities: 1. Knowledge of building construction, maintenance and repair. 2. Knowledge of building/construction technology, equipment, and methods. 3. Skilled in managing projects. 4. Ability to communicate effectively at all levels of housing operations. 5. Ability to establish and maintain effective work relationships with supervisory personnel, co-workers, the media, representatives from all levels of the government including tribal housing commissioners, tribal elected officials, federal agency officials, and the general public.. 6. Ability to analyze and solve complex problems. 7. Must have excellent verbal and written skills 8. Indian preference shall be used in the review and selection process. 9. Professional attire and appearance required 10. Trustworthiness 11. Professionalism required 12. Ability to accept criticism in a non-defensive manner. 13. Candidates will be subject to a criminal background check, drug screening and all other required verifications. Qualifications and Experience: 1. Associate's Degree in building construction, building technology or related field of training. 2. Must have at least 20+ years of experience in the construction field. 3.
