Senior Air Quality/Environmental Specialist

Berkeley Lab - California - Lawrence Berkeley National Laboratory has an opening for a Senior Air Quality/Environmental Specialist to join the Environmental Health & Safety (EHS) Division. In this role, you will develop, implement, and maintain complex environmental compliance programs for air emissions and hazardous materials management in order to efficiently manage risks and comply with federal, state and local laws, regulations, permits, and ordinances pertaining to public health and environmental protection. To ensure these commitments are met, this position will be responsible for the most complex technical work in environmental compliance to achieve compliance with Berkeley Lab’s environmental protection policies and external federal, state, and local laws and regulations. What You Will Do: As the Air Quality Program Lead, plan and direct the implementation of policies, procedures, and systems relating to non-radioactive air emissions to maintain and enhance the environmental compliance performance of the Laboratory relative to Department of Energy (DOE) requirements, the Clean Air Act, and associated state, regional, and local regulations. Provide leadership and technical direction in close collaboration with relevant Berkeley Lab managers and technical staff to ensure compliance with the Laboratory's air quality policies and procedures. Prepare and submit air quality permit applications and compliance reports to the Bay Area Air Quality Management District (BAAQMD) and EPA's California Air Resources Board (CARB); coordinate regulatory inspections by the agencies. Negotiate directly with agencies on legal and technical matters related to regulatory compliance. Provide extensive technical expert advice and assistance in planning, implementing, and analyzing human health risk assessments from current and future Laboratory activities. Manage programs for tracking, reporting air quality activities, and performance for Berkeley Lab's activities involving Heavy Duty Vehicles, Large Spark Ignition vehicles, Diesel Off-road vehicles, sulfur hexafluoride use for research and gas insulated switchgear, refrigerant use in CARB's on-line Refrigerant Management System, standby/emergency generators, solvent wipe use, paint spraying and drying, degreasers, asbestos abatement, gasoline and E85 dispensing, soil vapor extraction remediation, adhesive and sealant use, boilers ( 2MMBTU), lead use, and fugitive gas emissions for greenhouse gas reporting. * Ensure USTs and ASTs are managed in accordance with local, state and federal environmental regulations. Periodically perform formal inspections, assessments and audits to ensure compliance obligations are met. Maintain the site’s Spill Prevention, Control and Countermeasures Plan; initiate Plan modifications as necessary and obtain required certification. Prepare and electronically submit regulatory-compliant Hazardous Material Business Plan report for the main Berkeley Lab site, the Berkeley West Bio-center, the Joint Center for Artificial Photosynthesis & Advanced Biofuels Process Demonstration Unit and the Joint Genome Institute facilities. Coordinate regulatory inspections by the City of Berkeley and Alameda Counties. Annually perform a site-wide survey for the use of acutely hazardous materials as required by the Emergency Planning and Community Right-To-Know Act (EPCRA) Toxic Release Inventory (TRI) reporting. Prepare and submit the annual Toxic Release Inventory Determination Report to DOE. What is Required: Bachelor’s degree in Chemical, Environmental or Mechanical Engineering, Environmental Science or a relevant field and 10+ years of professional experience, including at least 5 years’ experience managing environmental compliance programs; or an equivalent combination of education and experience. Expert knowledge of applicable federal and state laws associated with air permitting and hazardous materials management, including the Clean Air Act, California Air Quality regulations, BAAQMD Rules, Clean Water Act, Aboveground Petroleum Storage Act and the California Health and Safety Code. Previous experience developing solutions to complex problems where analysis of various options or approaches requires an in-depth evaluation of many diverse factors. Experience identifying potential areas of non-compliance and devising strategies and corrective action plans to address methods of correcting them. Independent decision-making skills and the ability to provide leadership to group processes. Ability to make recommendations and decisions that affect compliance, cost, and use of equipment and procedures. Ability to conduct incident investigations to determine root cause and develop corrective and preventive actions. Excellent written communication and interpersonal skills with experience in dealing with sensitive challenging issues and situations. Desired Qualifications: Advanced degree and 7+ years of relevant experience. Professional Engineer registration or certification in an environmental discipline (e.g., Certified Hazardous Materials Manager, Registered Environmental Professional, Certified Environmental Auditor). Knowledge of DOE orders applicable to science and technology facilities. Knowledge of project management, planning and budgeting. Notes: This is a full-time career appointment, exempt (monthly paid) from overtime pay. This position may be subject to a background check.
