Berkeley Lab - California - Berkeley Lab has an opening for a Contracts Assurance Program Manager in the . This position provides leadership and expertise to support administration of Berkeley Lab’s Department of Energy (DOE) Prime Contract, and manages the contract requirements management process, integrating this process with existing Berkeley Lab operating and business processes. The position also supports the Contract negotiation process, administration of contract requirements and deliverables, and the development and implementation of policies, procedures, training, and metrics that support Berkeley Lab organizations in managing contract requirements. The successful candidate will also apply general knowledge of Federal Contracting and expertise specific to Laboratory requirements to assess the impact of proposed contract modifications, and facilitate expedient applicability review. This role, representing the Office at all times, will build and maintain effective Laboratory interface with University of California (UC), DOE, and other external agencies regarding Office of Institutional Assurance and Integrity matters. What You Will Do: As the Laboratory’s primary subject matter expert for the UC/DOE Prime Contract, support the administration of the Prime Contract, including support of projects or efforts that could impact contractual requirements. Evaluate potential or proposed regulatory changes for impact to Berkeley Lab’s operations and, with input from subject matter experts, prepare briefings for UC National Laboratories Contracting Officer, Laboratory management and subject matter experts. Lead the processes to review proposed new, revised and deleted Prime Contract requirements and to analyze contract modifications and extensions, and prepare summary negotiation support documentation, including impact analyses documentation from Laboratory management and subject matter experts. Manage the Contract modification process, including maintaining impact analyses, appropriate change tracking and document control with the highest levels of data integrity. Assure traceability of new or modified contract requirements to line management implementation in an accurate, transparent, and easily accessible format. Support UC National Laboratories, and Berkeley Lab management and subject matter experts in translating contract requirements into Berkeley Lab operating policy, systems, programs and processes that are responsive to contractual requirements. Maintain the Prime Contract documentation, information management system and website, and ensure that Prime Contract records are complete, accurate, and accessible to the DOE, UC National Laboratories and Berkeley Lab stakeholders. Develop, implement, and maintain an institutional contract assurance process to assess and validate compliance with the UC/DOE Prime Contract. What is Required: Bachelor’s degree in a relevant field of study with a minimum of 8 years of work experience in program planning and implementation; or an equivalent combination of education, academic training and experience. Broad knowledge of contract administration, planning, resource allocation and principles/practices applicable to ensuring effective program compliance and operations. Demonstrated knowledge of contractual and regulatory requirements within a multi-program organization, academic and/or research environment. Relevant experience developing business proposals, organizational and project plans, and presentations. Strong interpersonal and communication skills, with ability to develop and maintain collaborative working relationships with key internal and external contacts and to deal with sensitive issues and challenging situations with tact, diplomacy, and respect. Demonstrated ability and experience providing leadership, guidance, and interpretation of complex contract requirements to senior and line management, as well as a variety of staff members. Demonstrated experience utilizing computerized databases, information systems, and spreadsheet and report generation. Additional Desired Qualifications: Experience managing or administering Federal Contracts and/or working in a Government Owned Contractor Operated R&D environment. In-depth knowledge of applicable DOE orders. Notes: This is a full-time career appointment, exempt (monthly paid) from overtime pay. This position may be subject to a background check.
