Project Assurance Department Head

Berkeley Lab - California - Lawrence Berkeley National Lab’s ( ) Projects & Infrastructure Modernization Division ( ) has an opening for a Project Assurance Department Head to join the team. In this exciting role, you will be responsible for developing and/or improving the work processes and procedures that PIMD will be implementing to manage a complex portfolio of small and large scale projects from concept through planning, engineering, procurement, construction, start-up, and close-out. Project sizes typically range from $1M to more than $200M; projects are of high visibility and risk for the Laboratory and are often complex in nature. What You Will Do: As part of PIMD’s Senior Leadership team, you will be working with other PIMD Department Heads and supporting organizations to define and optimize the cross-functional work processes that govern the PIMD Project Delivery process. PIMD’s overarching objective is to ensure that our projects are efficiently completed in a safe manner, within budget, schedule, and in accordance with specifications and requirements. Oversee the development of PIMD performance metrics at the Project, Department, and Division level. Collaborate with Senior PIMD Leadership to define performance targets and to identify continuous improvement opportunities within the Division. Oversee monthly compilation of performance metrics and formal reporting to PIMD Leadership. Work with the LBNL community to coordinate project activities and to establish channels for frequent and effective communication with customers and stakeholders. Coordinate PIMD interface with Laboratory’s risk management framework, which includes facilitating risk discussions, maintaining current, accurate, and complete risk information, and analyzing and trending risks and issues data to gauge risk management performance. Develop and implement risk assessment protocols, guidelines, processes, and assessment tools, and develop and facilitate risk management training for PIMD. Develop and monitor key PIMD risk metrics, and produce risk reports and other risk-related communications for PIMD management decision-making purposes. Schedule and coordinate project reviews in accordance with LBNL and DOE requirements. Oversee the commissioning and qualification function for PIMD-led projects Manage PIMD project close out process to ensure that final project reports are delivered in required timeframes and that important Lesson-Learned and project KPIs are captured for use in project benchmarking and continuous improvement activities. In collaboration with Subject Matter Experts, develop and implement PIMD training framework to develop PIMD staff in targeted subjects as prioritized by PIMD Senior Leadership Team. Participate in DOE Complex improvement initiatives. Manage and work with assigned staff, ensuring technical and operational activities of the group including budgets, funding, workforce planning, EH&S, and property management are aligned accordingly to meet project, Division and Laboratory deliverables. What is Required: Bachelor's degree in Architecture, Engineering or a related field and a minimum of 15 years of project management experience in complex, scientific environments. EH&S and QA experience. Experience with commissioning and qualification of new facilities and equipment as well as modification of existing. Experience applying analytical and problem-solving skills to complex problems. Demonstrated ability to take initiative, use sound judgment, and provide solutions to ensure results. Excellent planning, prioritization, and organizational skills. Excellent time management skills and the ability to manage multiple projects at once. Excellent proposal development, presentation, and client relationship skills. Strong interpersonal, consultative, and relationship building skills, including the ability and experience providing technical leadership and guidance and dealing diplomatically and effectively with people in the widest variety of job classifications. Demonstrated ability to effectively communicate verbally and in writing. Excellent collaboration skills and ability to effectively interact with people at all levels, internal and external to the organization. Ability to effectively interact, and communicate with a variety of project staff. Excellent interpersonal skills with a customer-focus approach. Desired Qualifications: Experience and/or formal training in Quality Management. MBA and/or Project Management Professional (PMP) credential desired.
