Berkeley Lab - California - The Earth & Environmental Sciences Area at Lawrence Berkeley National Laboratory has an exciting opportunity for a seasoned and experienced Program Operations Analyst to become an integral team member of the – An Energy Innovation Hub led by Berkeley Lab, along with three other U.S. Department of Energy national laboratories, to address water security issues in the United States. NAWI is structured into three topic areas: 1) Data, Modeling, and Analysis (DMA), 2) Process Innovation and Intensification (PI&I), and 3) Materials and Manufacturing (M&M, and will be managed using DOE project management practices. The NAWI Program Operations Analyst position reports to the Finance and Compliance Director and works closely with the NAWI Operations Director and the three Topic Area Leads on post-award project management. What You Will Do: Utilizing task and milestone tracking tools, work with the R&D project teams to provide monthly, and quarterly status reports Assist with project post-award management, daily, weekly task management Serve as the lead for coordinating and developing the agendas, tracking and distilling the actions, and taking minutes associated with the R&D project meetings Complete project elements on time and within budget Facilitate meetings and maintain the Statement of Project Objectives (SOPO), Project Plans, Annual Operating Plan (AOP), and Statement of Work (SOWs) for continuing projects Provide day-to-day support to the project with schedule and cost maintenance and status, forecasting and conducting what-if analysis Support project preparations for various independent project reviews and status meetings Support the topic area teams in the identification, utilization, and verification of cost share for research projects Assist in supporting a wide array of post-award activities, such as submission and tracking of requisitions for subcontracts and service contracts, submission of technical and scientific abstracts, reviews, progress reports, budget justification, and other documentation requiring adherence to agency guidelines and deadlines. Ensure that data supporting these activities is accurate. Communicate, coordinate, collect and track to timely complete all elements of the project award negotiations requirements. Additional Responsibilities as needed: Travel to various venues for meetings and conferences Provide support for various financial services, including but not limited to - budget development, cost and cost-share tracking, and financial report reconciliation Participate in the NAWI subcontracting, CRADA, and AOP process by creating requisitions, providing content, coordinating communication for agreement requirements, and tracking progress and completion of agreements Assist in preparation of written procedures and policies for NAWI What is Required: Bachelor’s degree (or equivalent work experience) and 4-8 years of related experience. Highly organized, self-motivated individual with strong interpersonal skills and effective oral and written communication skills Ability to interface with technical professionals effectively Ability to utilize project management software products for task and milestone tracking Familiarity with water treatment principles, general water research trends, and priorities, and the ecosystem of water stakeholders Experience with operations administration and program development and analysis and demonstrated ability to manage the coordination planning of moderate scope projects successfully. Possess an understanding of best practices and the ability to create and document detailed project cost estimates, which will be the basis for the schedule resource loading. Ability to work in an interdisciplinary project environment and scientific collaboration that includes participants from academia, national laboratories, state agencies, and for-profit companies. Basic skills and professional concepts of the operational functions, including project planning, budgeting, scheduling, and information tracking Moderate experience organizing and developing technical, scientific reports. Sensitivity to diversity issues in a project environment. Experience and ability to influence all levels of the organization effectively. Desired Qualifications: Familiarity with collaboration tools (e.g., Teamwork, Zoom, Box, LinkedIn, Twitter, etc.) An understanding of Earth and Environmental Sciences terms and vocabulary. Solid understanding of LBNL, DOE, and UC policies, procedures, and protocol.
