Berkeley Lab - California - Lawrence Berkeley National Lab's ( ) Earth & Environmental Sciences Area ( ) has an opening for an EESA Deputy for Operations (DO) to join the team. In this exciting role, you will serve as a key member of the EESA leadership team and a key member of Berkeley Lab's operational leadership. You will partner closely with the Associate Lab Director (ALD) and Division leaders to provide strategic leadership and oversight of the Area's operations in support of EESA's research enterprise. You will work with the ALD and Division Directors to develop strategic operations vision, planning, implementation, organizational structure and staffing, and oversight of all operations functions in the Area, including: research and business administration, EH&S, space, finance, procurement, travel, significant reviews/events, special EESA programs and matrixed HR and OCFO support. You will serve as the primary operational spokesperson for the Area, directly supervise key EESA operational leaders, and work closely with colleagues across the lab on lab-wide operational priorities. You will also lead and delegate special projects prioritized by the ALD, and provide day-to-day support of and engagement with ALD on Area-level activities. The EESA DO seeks to continue to optimize an already very highly functioning operations team through the proactive professional development of staff, organizational adjustments, continued improvements in select processes, exploring the latest technology for enhancing efficiency and easy adoption, and other measures. You will contribute to EESA's stimulating, positive and welcoming culture. What You Will Do: Serve as a key member of EESA's leadership team and a key member of Berkeley Lab's operations leadership in providing institutional stewardship. Partner closely with the ALD to discuss, strategize and prioritize actions and issues impacting the EESA operations and organizational health. Consult regularly with Division Directors and Area/Division Councils on strategy and implementation. Lead special projects identified by the ALD and the EESA Operational Strategic Plan as the highest priority, including projects, focused on continued improvement in EESA organizational health. Lead and/or elevate significant external requests to the ALD that require senior leadership input and/or engagement. Anticipate and develop new operational principles, strategies and staffing for evolving research, business and compliance needs. Strategic leadership of the EESA operations team, toward continuing to build an efficient, collegial and forward-leaning operational team and culture. Manage the operations team, including direct supervision of operational leads and thoughtful consideration of the team's professional development needs. Working in partnership with the Sr. Business Manager, ensure the effective and efficient delivery of business services in support of EESA's research activities across its scientific divisions with total funding of $100M from DOE and non-DOE sponsors. Develop and maintain critical peer networks, maintain productive working relationships and collaborate with senior managers across the Laboratory (including Area/Division Operations Deputy partners,)and with external organizational leaders (including UC and DOE). Participate and lead Lab-wide operation topical committees. Work closely with colleagues from the Directorate and the Lab's wider operation team leads including EH&S, Facilities, HR, IT, OCFO, Projects and Infrastructure; and Security and Emergency Services to make sure the Area is in tune with Lab's operation at large. Oversee business activities and services in support of the Principal Investigators and other senior research staff who receive funding from a wide range of sponsors, including the Office of Science, DOE technology offices, CA agencies, industry and other SPP, and philanthropy. Ensure compliance with contract requirements for diverse DOE and non-DOE sponsors. Partner with LBNL Human Resources to ensure best practices in area-wide workforce management related activities for EESA's ~250 employees and ~250 affiliates, including strategies for hires, reclassification/ promotion, salary management, performance management, employee/labor relations, IRSO, Training and Development, Workforce Diversity, and HR Compliance. Work in partnership with Lab matrixed organizations to oversee services in the following areas: Proposal development. Related pre- and post-award support services including contract negotiation and compliance, and Institutional assurance. Financial planning, budgeting, and monitoring for research programs. Formulation and management of Area Organization Burden. Sponsor and institutional compliance. IT Services, including business systems, archives/records, AV, and computer-related training. Decentralized operations services including; travel, procurement, property management, desktop computer support and staff training. Partner with and supervise the Area's safety coordinator on developing, implementing, monitoring, tracking, and evaluating programs and procedures to improve EESA's EH&S strategic framework and communication strategies, as well as personnel safety roles and responsibilities, training compliance, monitoring and support, walk-throughs, corrective actions, and reporting in accordance with OSHA, DOE and State programs. Provide oversight for the management of facilities, including infrastructure upgrades and construction projects, and work continuously to optimize the Area's preparedness for current and evolving research needs. Seek avenues to maintain and enhance EESA's vibrant, fast-paced, and collegial culture while optimizing operational support of EESA's research enterprise, organizational health, and institutional stewardship. What is Required: Bachelor's degree in science, business, or related field (or equivalent work experience) and a minimum of 10 years of equivalent work experience. Demonstrated knowledge of relevant Laboratory, DOE and UC policies, procedures and practices or demonstrated ability to learn and master this information quickly and effectively. Proven ability for priority setting and timely implementation of new operational strategies or tools to support a fast-paced research organization. Proven ability to lead a complex operational team and demonstrated ability to motivate and effectively engage with a diverse group of scientific technical and operations personnel. Demonstrated knowledge and leadership ability in financial and management, budget formulation and execution, procurement, property management, human resource management and administrative management in a research or technical environment. Substantial experience overseeing the management of a complex funding portfolio. Proven change management leadership across complex business and organizational structures; experience in developing best practices and managing major process re-engineering initiatives in a rapidly evolving and technological environment. Demonstrated ability to independently use excellent judgment and make decisions consistent with organizational goals, policies, and procedures, oftentimes without all desired information. Exceptional internal and external relationship and team building skills, adept leadership skills to effectively interact with senior level individuals and groups, including Laboratory, UC, DOE, sponsors and other organizational high-level staff, and effective consensus building and negotiation skills. Dedication to the mission and culture of the organization and demonstrated effectiveness at addressing challenges directly and in a timely manner. Previous experience with managing sensitive employee relations issues. Knowledge of the organizational and operational structure and function. Ability to identify and articulate goals, formulate and prioritize strategies and execute plans to accomplish organizational goals. Effective consensus building, negotiation and conflict resolution skills. Strategic planning and implementation skills. Executive-Level written and oral communication and negotiation skills. Desired Qualifications: Knowledge of LBNL's core scientific and technical competencies and its organizational and operational structure and function, and knowledge of DOE practices and requirements. Experience managing represented staff.
