Berkeley Lab - California - The Office of the Chief Financial Officer at Berkeley ( ) Lab is seeking a Senior Financial Analyst to join their ! You will provide clients with financial guidance, consultation, and support with oversight of complex program/project/functional activities from inception to close-out to support the work of the Berkeley Lab. You will be a contributor at one of the world’s iconic research laboratories, founded on the idea that pioneering science is best performed by multidisciplinary teams working together, and where the concept of teamwork remains a vital component of daily life at the Lab. This position may be filled at a higher level than posted depending on the selected candidate's skills, knowledge, and abilities. What You Will Do: Oversee complex program/project/functional activities from inception to close-out, including the formulation, execution, projection and analysis of budgets, funding, costs and commitments, and associated staffing levels. Produce standard and ad hoc monthly financial reports, analyze complex financial data for accuracy, ensure costs are allowable and in compliance, and resolve problems following Generally Accepted Accounting Principles (GAAP) and Cost Accounting Standards (CAS). Provide financial guidance, consultation, and support to internal and external stakeholders on complex budget policies, processes and procedures, and provide solutions pertaining to funding shortfalls or other critical financial events. Provide resolutions for managing diverse, complex financial variables resulting from widely varying research contract terms, high levels of funding uncertainty, varying sponsor financial guidelines and funding cycles, specialized sponsor reporting requirements. Evaluate and approve financial transactions, including commitment of funds consistent with delegated authorities including proposed procurements, subcontracts, personnel actions, and resource cost adjustments maintaining appropriate documentation. Coordinate proposal process and develop detailed, multi-year proposal budgets of various dollar amounts including subcontracting, justifications, and administrative documentation for programs of moderate to high complexity. What is Required: A Bachelor’s Degree in Accounting, Finance, Business, Economics, or a related field and a minimum of 4 years of related experience as a Financial Analyst in a research, academic or large/complex organization or the equivalent combination of education and experience. Experience with business, budgeting, and accounting principles including Generally Accepted Accounting Principles (GAAP), Cost Accounting Standards (CAS), and other Federal process and regulations. Demonstrated experience providing clients financial analytic and consultative services including short and long-range financial planning, cost analysis and forecasting, monitoring expenses for allocability and allowability, progress tracking and reporting, and project close-out. Extensive experience with MS Excel, use of data analysis functions, ability to create standard and ad hoc reports, presentations, charts, and graphs. Proficiency with PeopleSoft financial applications or other relevant software applications; Microsoft Suite (Word, Excel, PowerPoint), Google Applications, and Adobe Acrobat. Proven ability to work in a team environment while professionally interacting with all levels of personnel. Strong organizational, analytical, and problem solving skills with the ability to handle multiple tasks, work under pressure, successfully meet deadlines, and maintain a high level of competence, accuracy, and attention to detail. Excellent verbal, written, and interpersonal communication skills with demonstrated ability to effectively interact with a diverse and broad range of internal and external stakeholders. What We Desire: Advanced graduate degree. Knowledge of DOE, UC, LBNL and SPP financial policies and procedures and reporting requirements. Knowledge of contract and grant proposal administration. Experience reviewing & interpreting solicitations, proposal preparation, and understanding of research administration guidelines of federal and non-federal sponsors.
