Berkeley Lab - California - Lawrence Berkeley National Lab’s ( ) Facilities Division is offering an exciting opportunity to work with world leaders in science, and be a part of a team that will advance science and influence the world. The Department Head of Research Support and Infrastructure Services will provide leadership for a range of complex and competing projects supporting our research divisions and infrastructure needs. You will manage projects from the conceptual phase through planning, engineering, procurement, execution, commissioning, and close-out. As a key member of the Facility Division leadership team, you have direct line management responsibility for the delivery of 10-20 projects valued from $250K-$3M in three distinct areas: Science/Experimental Projects, General Plant Projects, and Asset Lifecycle projects. You are responsible for the line management of project team members including project managers, construction managers, and project coordinators. You will be responsible for the successful completion of the project including managing design and construction subcontracts and meeting project cost, schedule, and safety goals. Berkeley Lab is located above UC Berkeley, on 202 acres that house over two million square feet of state-of-the-art scientific centers and support facilities. The Lab’s mission encompasses many scientific fields, and its buildings include supercomputing facilities, genetic sequencing labs, laser labs, microscope facilities, and office complexes. Thirteen Nobel Prizes have been associated with Berkeley Lab. Responsibilities: Participate in strategic planning for the FAC Division to identify and prioritize asset lifecycle projects in alignment with Laboratory priorities and objectives. Develop, maintain and execute an annual project plan and schedule. Partner with Laboratory Research Divisions to identify and prioritize science / experimental projects in alignment with the Annual Laboratory Plan; integrate into annual project plan and schedule; coordinate FAC resources necessary to execute planned projects including engineering, operations, and maintenance. Manage small and complex asset lifecycle and science / experimental projects from the conceptual phase through planning, engineering, procurement, execution, commissioning, and close-out. Conduct reviews of relevant factors, analysis, and recommendations based on scope, complexity, and operational needs. Provide leadership/supervision for assigned staff, ensuring technical and operational activities of the group including budgets, funding, workforce planning, Human Resource activities, Environmental, Safety and Health (EHS) and Facilities and other staff and subcontractors understand and follow all safety requirements on all projects. Manage direct reports’ performance by providing clear deliverables and metrics. Address safety, performance, and conduct issues in a timely manner. Expert advisor on project activity with internal scientific customer division and represent the Laboratory on project matters external stakeholders to achieve customer needs. Establish project management procedures and tools that provide a graded approach to project management, align with Laboratory policies, and optimize enterprise systems used by Project and Infrastructure Management Division (PIMD). Exercise judgment within a range of procedures, practices, and policies to determine appropriate actions based on a graded approach to project management. Oversee the planning and development of project schedule and budget and the development, preparation, and implementation of project plans. Proactively seek out customer needs as they pertain to the project management services. Develop a full understanding and accept ownership of those needs, seek relevant solutions which meet all requirements, and follow up to ensure that the customer is satisfied. Manage and control contractual commitments to assure that all work is being performed in accordance with the specifications, drawings, and terms of the subcontract. Review and approve project forecasts, schedules, cost estimates, financial reports. Establish and control the budget for project costs. Partner with Procurement to improve Laboratory contracts on an ongoing basis. Formulate and recommend management policies, plans, and programs that are in concert with the Facilities Division mission and institutional goals of the Laboratory. Establish, implement and maintain quality assurance procedures to ensure compliance with applicable codes and regulations. Promote the integration of all dimensions of Laboratory Operations within project execution. Participate in activities throughout the DOE complex to further project management processes and to exchange lessons learned. Minimum Qualifications: Bachelor's degree in Architecture, Engineering or professional certification in Construction, Project Management or a related field or equivalent relevant experience with 15+ years in construction facilities project management with significant performance risk, including project planning, scheduling, and budgeting or a combination of education and/or experience. Significant experience leading a diverse team that would include contractors and/or subcontractors on projects. Provide project staff with performance expectations, guidance, and training to ensure customers are provided with quality, comprehensive and effective services/deliverables. Ability to delegate assignments to project team members. Proven experience developing and managing budgets and schedules, developing project scope documents, and coordinating/managing project delivery, including team assignments and technical quality. Extensive experience with and use of industry recognized computer project management software and managing projects with understanding and utilizing certified EVMS techniques. Extensive experience applying analytical and problem-solving skills to complex problems. Demonstrated ability to take initiative, use sound judgment, and provide solutions to ensure results. Demonstrated ability to effectively communicate verbally and in writing with a wide range of groups and individuals. Excellent collaboration skills and ability to effectively interact with people at all levels, internal and external to the organization. Ability to effectively interact, and communicate with a variety of project staff. Excellent interpersonal skills with a customer-focus approach. Ability to work independently and as part of a diverse team. Proven planning, prioritization, and organizational skills. Excellent time management skills and ability to manage multiple projects at once. Excellent proposal development, presentation, and client relationship skills. Expert knowledge and skills applying the Project Management Body of Knowledge (PMBOK) and applicable DOE Orders for project management, including Earned Value Management Systems (EVMS) concepts. MS Project, Primavera, and/or other project management system experience.
