Facilities Engineering Manager

The Facilities Engineering Manager will take primary responsibility and ownership for shaping and managing the plant/system engineering functions within Facilities. Specifically, establishing an organization and associated functions/processes to ensure engineering ownership for the design and maintenance of facility systems and equipment. The successful candidate will also partner with research programs to oversee the design and execution of facility modifications and equipment installations in support of the Lab's science mission. You will set the strategy for the organization to ensure that the Lab's infrastructure is effectively and efficiently maintained. You will provide leadership for the application of project management principles to effectively execute projects in partnership with Facilities Operations. Responsibilities: Responsible for leading the management, business and technical planning and development of large, complex programs. Develop long-range objectives and strategic plans for the Plant Engineering department by leveraging knowledge and skills in all aspects of planning, budgeting, and scheduling by working with Engineering Department Head to develop performance goals and associated KPIs for the engineering team. Lead and provide general direction to a team of engineers to ensure projects and customer requests are being completed on-time. Provide guidance and resolves issues brought forth by the engineering team members, addresses noncompliance by partnering with key internal stakeholders. Develop programs for periodic review and improve methods for managing facilities assets including change control, configuration management, reliability and renewal of building systems, utilities and physical infrastructure. Develop standardized procedures and documented processes for executing engineering deliverables in a consistent and efficient manner. As part of this process, develop an associated roles and responsibilities matrix for all functional groups within the department. Work with the Engineering Department Head to develop performance goals and associated KPIs for the engineering team. Develop a Training Plan and Matrix for all key positions by ensuring each position has a comprehensive list of requirements needed to be successful in that position while remaining in budget and within the defined scope. Develop an onboarding program for new personnel. Successfully interacts with internal and external customers, collaborative partners, and other program representatives. Interacts with other institutions to develop reporting or subcontract arrangements. Mentor employees through formal training and professional development opportunities. Ensure procedures and processes are being adhered to by engineering team members through quality work reviews. Implement and maintain engineering department objectives in alignment with the overall Facilities Department Division goals. Identify and lead improvement initiatives and opportunities for improved processes. Create successful partnerships with division management, scientific and operational personnel, advisory groups and other program representatives to support initiatives with common efforts. Provide feedback on employee performance and complete yearly performance management plan reviews. Develop long-range objectives and strategic plans for new Engineering initiatives, program opportunities, and funding levels. Implement new programs to improve cost, execution of strategic programs within the division to support the overall success of the Lab's operations. Minimum Qualifications: Bachelor's Degree in engineering and/or equivalent training and work experience. Minimum of 12 years of related work experience, managing large programs/project functions in engineering services, operations, and maintenance or facilities management. Experience with utilizing computerized databases and information systems. Experience working and/or supporting the Department of Energy, DOE regulations. Knowledge of project management principles and systems including project scheduling, budgeting, and estimating. Broad knowledge of industry and regulatory standards. Knowledge of administrative practices including personnel management. Proven leadership ability. Skill in oral and written communication. Proven record of managing support service functions in a cost-effective and efficient manner while meeting the needs of the institutional client, including budget development, long-range planning, developing, and implementing policies and procedures to govern unit activities. Familiarity with computer office applications such as MS Office Suite, GSuite, Smartsheets, etc. Proven experience leading a multi-disciplined team. Experience in Facilities Management preferred. Ability to synthesize complex data and prepare presentations and position papers. The posting shall remain open until the position is filled. Notes: This is a full time career appointment. Classification will depend upon the applicant's level of skills, knowledge, and abilities. Full-time, M-F, exempt (monthly paid) from overtime pay. Salary is commensurate with experience.
