Tacoma Housing Authority - Washington - JOB SALARY:DOE The typical starting annual salary is $87,000 - $108,750 This represents the Min to Mid salary range. PURPOSE OF POSITIONThis position supports Tacoma Housing Authority's strategic and operational objectives in the following way: Assesses organizational risk, procures and manages agency insurance programs, implements loss control and damage mitigation strategies, performs cost/benefit analysis to limit financial risk, works with insurance companies and legal teams to manage claims. Coordinates and administers THA's Emergency Preparedness program, develops safety programs to ensure safe work practices are implemented, creates and provides training for safety & health and emergency preparedness. Provide technical expertise, strategic leadership, and support for all departments relating to safety & health, emergency management and workers' compensation. SUPERVISION REQUIREDThe employee normally receives little instruction on day-to-day work and receives general instructions on new assignments. EXAMPLE OF DUTIES ESSENTIAL DUTIES AND RESPONSIBILITIESRisk analysis and management Manage security and security strategies for the agency; Review and analyze incidents, accidents and claims. Review reports with appropriate department(s) and Human Resources and initiate actions to mitigate recurrences. Lead efforts to identify and mitigate property and liability risks. Present summary findings of investigations to the safety committee; Review contracts for risk identification; review and approve insurance requirements, indemnification clauses, and hold harmless clauses on various THA leases, contracts; request for construction bids, vendor agreements, agreements with service organizations, and resident associations. Review contracts for risk policy; In partnership with Human Resources, develop and manage employee safety procedures and related policies (driving, safety training, cyber, construction site safety, contracts) for the agency; Monitor compliance with L&I, OSHA, and other life/safety regulations; work directly with the regulators and perform agency audits of regulatory compliance; In partnership with appropriate departments, oversee litigation and complaints related to risk, safety and health.Safety and health management Manage the Accident and Illness Prevention Program. Review and update safety and accident prevention policies, procedures and tasks. Conduct after-accident reviews; implement preventative training or corrective actions; coordinate results and actions with Human Resources; Implement an employee safety training program and develop job safety orientation guidelines for new employees. Implement a system to track and monitor training records for employees. Oversee and monitor agency driver safety program; Develop, implement and oversee safety education, accident investigation and reporting, and worker safety training for supervisors and staff. Acquire and maintain certifications as a trainer for various safety training programs such as, respiratory protection, First Aid-CPR, SME for fall protection for the provision of in-house training; Ensure that all safety and health rules, standards and procedures are observed; conduct monthly inspections and audits of work areas and practices to eliminate potentially hazardous conditions; arrange for, conduct and ensure that accident investigations of all accidents are formally reported; Investigate accidents and injuries to determine cause and prepare prevention recommendations. Conduct systematic safety inspections to detect hazards and unsafe employment conditions; follow-up with recommendations to management for corrective measures. Coordinate with Labor and Industries and the Department of Safety and Health (DOSH) on a variety of issues; Organize and oversee THA's safety committee. Research and provide information and training materials for safety meetings, measure safety performance and prepare related reports. Review minutes from all safety meetings and post to THA intranet; Work with the Facilities Manager to support the Hazardous Waste Management Plan.Emergency management Act as Chair of the Emergency Preparedness Committee to manage the integration of THA's Emergency Preparedness plans. Work with agency and community partners on development, implementation, and management of emergency communications and notification systems for the properties; Coordinate emergency response and assistance for all THA's properties; Identify and develop program specific training and education to staff and residents about emergency preparedness, mitigation, continuity, disaster response procedures and workplace violence prevention; administer all the components of THA's emergency preparedness plan, to include, agency supplies, training, policy and procedures, planning processes, recovery processes, etc.; Organize disaster drills and exercises to prepare staff for effective response to major emergencies and to test individual preparedness; Serve as a liaison to City's Office of Emergency Management, EMS, Tacoma-Pierce County Health Department, and Tacoma Police Department for the Emergency Preparedness Committee.Workers' Compensation program management Monitor and coordinate the enforcement of the THA's Workers' Compensation Program; Plan, organize and administer the agency's Workers' Compensation Program, including the review and processing of claims and legal documents, recommending loss control strategies, instructing THA staff on workers' compensation issues; Develop, recommend and implement workers' compensation policies and procedures; Interface with physicians, Labor and Industries, agency staff and management, administer the return-to-work program; monitor rehabilitation plans for injured employees; evaluate medical examinations such as Independent Medical Evaluations and make appropriate determinations.Employee accountability Present a professional image as a representative of THA; Maintain a high degree of confidentiality relative to work performed; Perform all responsibilities in service to THA's social justice and business mission to assist low-income households and other customers, and to do so in ways that aspire to programmatic and administrative excellence; Fulfill all duties and responsibilities with a high level of integrity, honesty and adherence to agency policies and rules; Establish and maintain effective professional working relationships with co-workers, management, partner agencies and the community.DiversityTHA's staff, its clients, and the staff of community partners are diverse in many ways, including diversity by race, national origin, language, sexual orientation, age and disability. MINIMUM QUALIFICATIONS POSITION REQUIREMENTS AND QUALIFICATIONSEducational level and experience Bachelor's degree with major course work in emergency management, public health, business or public administration, liberal arts or a related field; Five to seven years of experience in risk management, occupational safety & health, or loss control; public entity risk management or safety & health experience; Emergency management planning experience preferred - mitigation, response, continuity of operations, recovery, and/or preparedness; Experience in a public housing agency is preferred. Or: In place of the above requirements, the incumbent may possess a combination of relevant education and experience that would demonstrate the individual's knowledge, skill, and ability to perform the essential duties and responsibilities listed above.Knowledge, skills and abilitiesPossess or acquire and maintain a high level of expertise in the current and evolving principles and practices in the following areas: A thorough knowledge of the principles and practices of risk management activities such as risk identification/reduction, loss control asset protection, employee safety practices; Considerable knowledge of the fundamental principles of emergency management planning (e.g. mitigation, preparedness, prevention, continuity of operations, recovery, and response); Risk management, codes, rules and regulations; legal aspects of insurance and claims administration; Pertinent federal, state and local codes, laws and regulations; Demonstrate an ability to get along with others effectively; to lead and inspire, to build teams and manage conflict; to participate as a team member; and to give and accept criticism constructively; Write clearly and informatively; edit work for spelling and grammar; able to read, write and interpret documents of a technical nature; Able to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; Can attend to highly detailed work accurately and efficiently; able to organize and work independently in an environment of frequent interruptions; High level ability to plan projects effectively, manage their timely implementation and effectively use the agency's other management tools; Have a high regard and ability to meet schedules and time lines; demonstrate excellent ability to work independently with little direction; Ability to engage a wide variety of people with a high level of professionalism, courtesy and good humor, including culturally, socially and economically diverse populations, seniors, persons with disabilities, contractors, and professional colleagues; Possess a high degree of proficiency in agency software and otherwise to be effective without close clerical support.Certification/Registrations Depending upon assignment a WA driver's license with acceptable driving record and auto insurance may be required; Certified Safety Professional (CSP), Associate of Risk Management (ARM), Certified Risk Manager (CRM), or an Associate in Claims (AIC) is desirable, but not required.
