Sr Business Manager

Berkeley Lab - California - Berkeley Lab's Division has an opening for a Senior Business Manager. In this exciting role, you will be responsible for identifying and aligning the resources needed to effectively manage the business and administrative services functions in the OCFO division, including: communications, training/employee development, property, conference/travel, facilities, environmental health and safety (EH&S), business continuity planning and administrative services. You will independently and effectively engage with all levels of management and staff within the OCFO and throughout the Laboratory and be a key partner to, and collaborator with, the CFO and departmental leadership. You will engage in a full understanding and in-depth knowledge, responsibility, and authority in budgeting, HR liaison and workforce management, and business services, in addition to assisting management in Lab-wide initiatives. You will be a spokesperson of the OCFO in a variety of forums and will serve in a leadership capacity in the execution of key divisional initiatives. What You Will Do: Provide expert consultation and advice to Division Director and division management on complex business issues ranging from internal business practices within division departments to strategic issues with Lab-wide impact; ensure services are customer-focused, efficient, high quality and cost-effective. Work closely with OCFO departmental leadership and employees to ensure effective and efficient financial and business support of the OCFO mission. Serve as liaison with Human Resources to ensure effective delivery of HR services; partner with and consult on HR matters and issues, including budgeting, workforce planning, DE&I programming, and other business services. Participate in Laboratory-wide meetings on behalf of OCFO, serving as a spokesperson internally and externally on matters of high significance. Oversee and manage the division's administrative service function, including communications, property, and timekeeping activities. Manage and supervise OCFO administrative staff and ensure the overall quality of work, accuracy, and timely delivery of administrative services. Develop and implement a sustainable communications strategy that addresses both internal division and external stakeholder needs. Lead the division's facilities and space planning activities, related to Building 971 and coordinate with division client managers on space needs of OCFO matrixed staff (Field Finance, and the few from Procurement/Property and Controller's organization). Lead the division's safety and emergency response activities Track and Monitor OCFO Strategic plan initiatives and support CFO in driving to completion. Serve on various Laboratory and UC committees (e.g. Division Business Council). Lead or support various special projects and assignments. What Is Required: Ten years of related, extensive professional-level experience or the equivalent combination of experience and a Bachelor's Degree in Business Administration, Human Resources, or a related field. Experience leading the business and administrative services of a large organization, including communications, training, safety and emergency response, facilities, and space planning. Expertise in advanced decision making, problem-solving, and analytical skills to independently solve highly complex issues. Ability to evaluate situations and escalate, if needed. Effective verbal and written communication skills, and the ability to present ideas clearly to individuals and groups. Experience using interpersonal skills to effectively explain, negotiate, persuade and build consensus among diverse stakeholders; demonstrated ability to establish and maintain effective working relations with all levels of personnel, both internal and external to the Laboratory. Supervisory experience, including performance management of both exempt and nonexempt employees.
