FLEXLAB Operations Manager

Berkeley Lab - California - Berkeley Lab’s Building Technology and Urban Systems (BTUS) Division is looking for an Operations Manager for their FLEXLAB! In this role, you will manage research experimental setup activities, staffing, and operations for the Facility for Low Energy Experiments in Buildings ( ®), the Department of Energy’s ( ) advanced building technologies and grid integration test facility. FLEXLAB hosts research projects on commercial building energy-efficient technologies, controls, and tools, with a focus on integrated systems. Additionally, FLEXLAB studies grid-interactive controls managing building loads and local distributed energy resources (PV, batteries, bidirectional EV charger) to resolve grid issues and lower energy costs. Research projects study energy performance as well as indoor environmental quality and comfort. FLEXLAB provides a testing infrastructure for LBNL researchers, as well as outside academic institutions. We are looking for a talented professional with advanced technical and management skills to oversee the daily operations and engineering activities. This will include successful completion of research project experimental setups and testing including allocating resources, scheduling, and task management. Work will include experimental setup activities for the test cells, HVAC controls programming for commercial building energy efficiency and grid integration research projects, as well as managing maintenance and calibration activities, coordinating efforts with FLEXLAB Operations staff and the Lab’s Facilities Division and contract staff. What You Will Do: Manage an operations team consisting of technicians and other staff. Manage and oversee the work process for small-scale and larger efforts to support research project experimental setup. Execute the construction management of these activities, including design reviews and input and safety oversight of contractors and other FLEXLAB operations staff. Ensure that FLEXLAB operations staff, projects, and operational activities are performed in a safe and compliant manner in accordance with LBNL Integrated Safety Management (ISM) principles. Manage the interface of the FLEXLAB facilities with research projects, including maintaining relationships with research staff and their partners for coordination of the use of the facility in a safe and timely manner. Support the FLEXLAB Executive Director by contributing to research proposals, reporting to DOE on monthly and annual activities, and other activities. Oversee and contribute to HVAC controls programming and data acquisition system integration for research projects. Contribute to technical research projects to develop high-efficiency commercial building technologies, systems, controls, and tools including contributions to technical reports or presentations. Manage and conduct operational improvements and maintenance projects. Oversee, maintain and troubleshoot the calibration, data acquisition, sensing, and measurement systems. What is Required: Bachelor’s Degree and a minimum of 8 years of work experience in HVAC control engineering and programming, data acquisition and systems integration, or related fields or an equivalent combination of education and experience. Management experience with construction trades, engineering, and/or design teams. Proficiency with electrical systems (208V/3Ph and lower), system fundamentals, design, and power quality considerations. Experience with commercial buildings industry stakeholders including the architecture, engineering, and contractor sector, manufacturers, utilities, and state and federal sponsors and their interests in energy efficiency research. General construction experience. Demonstrated experience in energy efficiency and building topics. Knowledge of the following: Building HVAC controls systems sequences of operation development, programming, and commissioning. Low voltage ( 50 V) power and signal electronics systems design and commissioning knowledge, including over-current protection, grounding, and shielding practices. * Sensing and instrumentation systems implementation (e.g. temperature, water flow, airflow, solar instruments). Data acquisition systems integration, including sensor installation, sensor calibration data updates, communications, and programming. Electrical systems engineering design proficiency (208V/3ph and lower). Strong computer skills, including high proficiency with Excel and PowerPoint, and experience with project management tools for scheduling and tracking. Excellent oral and written communication skills including the ability to compile information on complex subjects and issues in presentation form appropriate for clients. Advanced interpersonal skills including the ability to efficiently collaborate with colleagues, funders, and external partners on multi-organization research projects, and to organize a team of diverse colleagues to support operations. Demonstrated organizational skills including the ability to shape management objectives, design and implement plans, carry out projects independently, and supervise project staff. What We Prefer: Advanced Degree. Experience working with state and federal governments. Experience with National Instruments (NI) data acquisition systems and NI LabView programming. Experience with Python programming. Demonstrated expertise in construction management, including project/initiative planning, project scheduling, oversight of trades, budgeting. Certificate in Project Management, Controls System Engineering, Electrical Installation, Certified Energy Manager, and/or National Instrument training a plus. Physical Requirements: Must have the ability to lift 10-20lbs, climb ladders, and work from heights (e.g. roof or lift). Must be able to install wiring (low voltage; line voltage in experimental equipment), and work on typical building equipment and components such as valves, dampers, piping, ductwork, and electrical systems. Must be able to work on the interior and exterior of FLEXLAB including working inside buildings, as well as on roofs and exterior areas (e.g. central plant). FLEXLAB does have one confined space under the rotating testbed which has a safety procedure in place for access. Access to this location occurs roughly on an annual basis, or as needed.
