Program Manager (Energy Efficiency Standards)

Berkeley Lab - California - Berkeley Lab's Energy Analysis and Environmental Impacts Division (EAEI) is looking for a Program Manager to join the Energy Efficiency Standards (EES) Department! In this role, you will develop, define, and execute program plans, schedules, budgets, and deliverables. This includes identifying data and resource needs, monitoring activities and key analyses from initiation through delivery, interfacing with DOE program managers, other Federal contractors, and other EES staff on technical matters. Additionally, you will lead and manage the technical and economic analyses pertaining to commercial heating, cooling and ventilation (HVAC) efficiency standards projects. What You Will Do: Manage deliverables associated with projects. Define project needs and determine requirements to satisfy technical objectives. Develop methodologies to determine energy use, life-cycle costs, and shipments forecasts for commercial and industrial equipment; specifically, commercial HVAC equipment. Partner with contractors and/or industry representatives to gather necessary data for conducting technical and economic analyses. Provide technical support and supervision to junior staff by providing guidance, reviewing, and providing feedback on their work to improve technical quality. Draft supporting technical support documentation and Federal Register Notices detailing technical and economic analyses and results. Prepare and present technical analysis to the public, interested stakeholders, and peers. Produce monthly progress reports. Interact with LBNL principal investigators and others in interdisciplinary teams of researchers. Interface with clients on technical and programmatic issues. Perform project tracking and project reporting for clients. Lead development of projects. What is Required: Advanced Degree in Energy & Resources, Public Policy, Economics, Engineering, or a related discipline and a minimum of 5 years of relevant work experience with increasing responsibility in project management, planning, and coordinating research projects or an equivalent combination of education and experience. Knowledge of energy efficiency as it pertains to the federal regulatory environment, including energy efficiency programs, policies, and industry initiatives with particular emphasis in the field of commercial HVAC equipment. Demonstrated experience in program/project planning, resource management (budget and staff) and project scheduling/planning. Excellent organizational skills with experience organizing, coordinating, and leading programs of modest scope and budget. Demonstrated computing skills in MS Office Suite, specifically Word, PowerPoint, and Excel with the ability to organize and work with complex spreadsheets and database programs to perform analyses using large amounts of information on complex subjects from diverse sources of data and other sources. Excellent oral, written, and interpersonal communication skills with the ability to work independently and collaborate effectively with a broad range of staff in a dynamic environment.
