Berkeley Lab - California - Lawrence Berkeley National Laboratory is seeking an experienced Environmental Compliance Team Manager to join the Environmental, Health, and Safety (EH&S) Division. This position will provide strategic, programmatic and technical management and leadership to Environmental Protection Team members. As part of the Environmental Services Group leadership team, this position will apply technical expertise in independent, creative and effective ways, to plan, direct, evaluate and manage the functional activities of assigned staff that design and implement environmental compliance protection programs at Berkeley Lab. This includes environmental management systems, air and water quality protection (radiological and non-radiological), hazardous material storage tanks and wastewater treatment units. This position will also advise the Environmental Services Group Leader on strategies to address regulatory compliance matters, protect the environment, monitor environmental releases and ambient levels, and address permitting requirements to directly support the mission of the Lab and minimize liability risks to customer Divisions and Berkeley Lab. What You Will Do: As Environmental Protection Team Leader, provide expert-level technical leadership and formal supervision to assigned Environmental Protection Team staff responsible for managing activities related to environmental management systems, air and water quality protection (radiological and non-radiological), hazardous material storage tanks and wastewater treatment units. Act as the cognizant Environment, Waste and Radiation Protection Functional Leader and an internal regulatory authority to the Environmental Services Group Leader and Environment, Waste and Radiation Protection Department Head to oversee, manage and implement all aspects of a proactive and compliant environmental compliance protection program at Berkeley Lab to ensure effective implementation and compliant operations. Ensure accurate and appropriate performance management of employees, including review of technical competencies and ability to meet established goals and objectives. Recruit, train, mentor, and develop team members, recognize meritorious performance and ensure a cohesive and integrated team. Develop staffing and resource utilization plans. Maximize integration and collaboration between the Environmental Protection Team with the Waste Management and Radiation Protection teams, as well as the wider EH&S organization and teams in other Operations Divisions. Ensure that written authorizations developed for work are compliant with all Berkeley Lab and Department of Energy (DOE) policies, rules and requirements. Represent Laboratory activities during regulatory inspections and lead negotiations with regulators on legal and technical matters related to regulatory compliance. Manage the Environmental Monitoring Data Management System, including: Leading the implementation of a new data management system (EarthSoft EQuIS) within Berkeley Lab. Supervising data management administrator and providing leadership to professional and field staff involved in environmental sampling and monitoring activities. Developing and implementing the Environmental Monitoring Data Management Plan and associated data quality procedures. Reviewing, proposing and implementing changes to existing data management functionality and tools to support operations. Manage analytical laboratory contracts to ensure deliverables comply with Berkeley Lab's data management requirements. Serve as Berkeley Lab's point of contact for DOE's laboratory audit program. What is Required: Bachelors of Science and 15 years of relevant professional experience, including the management and implementation of a comprehensive, complex environmental compliance protection program at a large science and/or technology facility; or an equivalent combination of education and experience. Advanced degree is a plus. A minimum of 5 years of supervisory responsibility and experience in leading interdisciplinary and diverse teams, maintaining and operating a complex environmental protection program. Experience managing technical environmental programs, including management systems, air and water quality protection, storage tanks and wastewater treatment systems. Knowledge equivalent to an advanced degree course of study in one or more of the following disciplines: Physics, Chemistry, Health Sciences, Engineering, or Public Health. Strong analytical chemistry skills are a plus. Extensive knowledge of federal laws, including the Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, Emergency Planning and Community Right to Know Act, and Toxic Substances Control Act, and other relevant federal, state and local regulatory requirements. Knowledge of contractor assurance, quality assurance and compliance assurance management requirements and expectations. Ability to manage complex tasks and conflicting priorities, particularly direction, management, organization and planning activities related to environmental management. Proven ability to analyze and solve challenging and complex technical problems as well as develop and present briefings and reports to senior management. Excellent communication and interpersonal skills, with proven ability to act as an internal collaborator, working effectively with responsible managers in the implementation of environmental requirements in their technical programs. Ability to work effectively with various regulatory organizations and exhibit sensitivity when dealing with community issues. Ability to perform the physical requirements of the position, including: routinely lifting and transporting 40 lbs; frequently bending and stooping; standing and walking for 4 to 6 hours per day; and up to 4 hours per day of hand use (e.g., fine manipulation, keyboard/mouse use, simple and/or power grasping). Successfully pass routine medical examination and applicable training, including Respirator Fit Testing, formal HAZWOPER training, and other related emergency response training. Desired Qualifications: Professional certification. Experience with facilities handling radionuclides. Experience performing, managing, or auditing analytical laboratory activities. Notes: This is a full-time career appointment, exempt (monthly paid) from overtime pay. This position may be subject to a background check.
