Haryana delays job quota in private companies | Economic Times

The Haryana government is delaying the implementation of job reservations in private companies by at least a month as it waits for more suggestions from industry to come in and puts systems in place.The new law requires companies operating in Haryana to reserve up to 75% of jobs with a monthly income of up to ₹50,000 for residents of the state and was earlier scheduled to be enforced from April 1. Companies have said the new law will hamper the ease of doing business in the state.The state government is still waiting for suggestions even though the March 21 deadline has passed. 81717704“We are still open to suggestions from the industries. The act is likely to be implemented in a phased manner and the date for enforcement will be fixed once we have put systems in place to make the implementation process smooth,” VS Kundu, additional chief secretary for labour in Haryana, told ET.The state government is unlikely to consider repealing the act, but is ready to include changes in the rules.Kundu told ET that the act exempts companies that are unable to find local talent with the requisite qualifications.Industry groups including the National Association of Software and Services Companies and the Confederation of Indian Industry sent in their suggestions earlier this week.The state government, through its labour department, had written to industry groups earlier this month seeking their suggestions to be included in the rules.“We have received some suggestions from industry bodies but not as many we have expected. We are analysing the suggestions received. So far, no strong objections to the act have been received,” said Kundu.The state government is also ready to meet industry associations to discuss rules for the act.“The gross monthly salary level of up to Rs 50,000, considered for applicability of this law, is extremely high,” CII said. “It is proposed that this limit is set as the state government notified minimum wages, applicable for unskilled and semi-skilled categories.”The law should apply only to non-technical jobs and should exclude graduates, diploma holders, ITI-skilled certificate holders or equivalent from reservation, according to the CII recommendations. It said the act should apply only to new vacancies and not to existing employees.“Instead of imposing reservations, the state should focus on skilling the youth to the level of excellence so that their employability can increase not only in Haryana but globally,” said Harbhajan Singh, chairman of the CII Haryana taskforce on ease of doing business.
